Project Management
We are Project Leaders, providing Development Management, Project Management, and Construction Services – your project is in good hands.
Since our inception, we have managed the initiation, planning, design, approvals, construction and fit-up of industrial, commercial, retail, food services, municipal, recreational and residential projects, small and large in value, and varying in complexity from relatively simple, to multi-functional developments.
We approach our projects asking the fundamental questions of which strategies will work best for each project, considering the goals and means, complexity, location, timing, site specific constraints, architectural character, preferred resources, associated risks, control methods, and much more.
Methodical consideration of proven methods and Project Fundamentals at the outset of each project adds great value for our customers and provides the confidence that their interests are in good hands, that their project will be delivered on time, within budget, and will meet all expectations.

Design Build Services
Design-build allows for early collaboration where all team members work collectively from the earliest stages in the project life-cycle to the final stage. The team, often led by a construction manager, works together to deliver a quality project on time and within budget to the owner.
Paragon has provided design-build services since our inception – either as design-builder, general contractor, construction manager or project management consultant. We have a keen interest not only in what our clients need, but why. Because it’s in our nature to ask this question and then dig into the answers, we are highly motivated from the outset to develop innovative and thoughtful solutions.
Our strength in design-build is based on this capacity to provide both design and construction, on knowledge and technical capability gathered over the past 30 years, on our project management expertise, and our commitment to always deliver value to our clients.

- A single point of Accountability: Design-build involves first considering our customers’ project needs – whether simple or complex, including function-cost-time-quality considerations as a starting point, and then providing design, engineering and construction.

- Improved timelines: Design-Build is the quickest path from conception to delivery, providing a turnkey, fixed-price solution that brings the client, designer, consultants, and contractors together as a team. Designs are optimized by the collaborative nature of Design Build, and scheduling is streamlined with tasks more readily “stacked” in the schedule. Among the many benefits is the inherent ability to fast-track our projects – we can often start construction before Design Development is 100% complete, stacking a portion of the design schedule on top of the early parts of the construction schedule, providing earlier completion and cost savings.
Design Build Process
During design, we collaborate with our clients to identify the primary requirements and develop the concept/preliminary plan and initial project budget. Gaining a clear understanding of needs and communicating effectively about obvious or possible solutions, we consider and develop:
- functional goals – multiple complex functions;
- site and building size, architectural preference;
- access, adjacency, expandability;
- building code requirements, bylaws and regulations;
- durability of equipment, systems and materials;
- life-cycle, cost and quality;
